I would suggest you download Paint.net It's a good and small alternative to mspaint, and is able to save PNGs as 8-bit.
Or if you're feeling adventurous, get Photoshop.

idk why, honestly - there are only 3 layers. I mean, the dimensions are ridiculous (15,000x20,000) but i wouldn't expect it to be this big of a file

It started from a .eps and was in CMYK mode(whatever that is...i didn't know it was until i tried changing the mode to Indexed. It wouldn't let me because you can't index from CMYK). I then changed it to RGB...
