No... You have that folder if you didn't deleted it. Or you didn't updated your WA(or you play WWP? In that case I don't know how to help.). If you have WA and you didn't updated try updating to 3.6.31 version. But first you'll have to install latest alpha patch if you didn't done that too.

lol, damn bug. Indeed if you end your shout with a reverse "/" your shout will fall into oblivion. Maybe it's magically transported into some other shoutbox/forum. ahahaha! =)
