While you're of course correct in saying that you need to play a map to be able to review it, you also have to consider what the consequences are of that; it means that (given the small amount of actual reviewers at the moment) they will need to play this game for hours at a time just to be able to keep up with reviewing maps.
To put it bluntly; they have better things to do than that. Especially since it's something they do in their spare time and considering the bad maps that are made (that's not to say there are no good maps; I've seen some really good maps pass by lately)

As for community based rating, I'm not a fan. http://www.tus-wa.com/cups/cup-84/ This should illustrate it well. Look at the moderator rating on this community based rating system.
4 votes and the cup never even got accepted. How do they know what kind of a mod luz4k would've been? There has been no cup moderated by luz4k on that site!
And I can tell you this is not an isolated event. People vote for the wrong reasons (if any).
I say this knowing that the current system isn't perfect.

Sprite and themed maps not getting their respective tags, for example. I've also seen maps go from an unjust 7EXP to a fair 3EXP. This erratic reviewing, as well as the fact that reviewers don't seem to get basic gaming mechanics (e.g., how much space is needed for a spawn trap, unreachable spawn points, very bad hide designs, bad pallette, too many colours, etc.) are what call for user reviews. Badly.
